Federal appropriations update

President Trump signed the Consolidated Appropriations Act of 2026 on Tuesday, February 3. With the passage of this bill, 11 of the 12 regular appropriations bills are now enacted for fiscal year 2026 (FY26). 

The Consolidated Appropriations Act of 2026, a minibus of 5 appropriations bills, also included a 2-week continuing resolution (CR) for the Department of Homeland Security (DHS) through midnight tonight. As Congress has now adjourned for a one-week recess, a lapse in funding is highly likely, setting the stage fora partial government shutdown that would be limited to DHS agencies, including Customs and Border Protection (CPB), Immigration and Customs Enforcement (ICE), the Transportation Security Administration (TSA), the Federal Emergency Management Association (FEMA), and the Coast Guard. If this occurs, we do not anticipate a significant impact on UW–Madison’s regular business processes.
